Introduction

After a Dubai project that was first started 19 years ago in 2005 was recently designated as “under cancellation” by the Dubai Land Department, hundreds of real estate buyers are in a desperate search for answers, facing an unclear future and dreading the loss of their investment.

Bibhu, a citizen of Dubai, has been longing for his ideal house in the Lily Zone at the Dubai Lagoon location in Dubai Investments Park (DIP) for the past 17 years. He made an investment in the property in 2007 and continues to enquire about the current state of building at the now-defunct location.

At least 111 purchasers, including Bibhu, are eagerly awaiting the Dubai project’s conclusion in the hopes of receiving a reimbursement for his investment or a successful delivery.

Schon Properties launched Dubai project Lagoon, which consists of 53 mid-rise structures with 4,166 units that range from studios to apartments with four bedrooms. According to early reports, its developers were one of the first to promise a completion date, with financial penalties for the new homeowners if it was missed.

The DLD and RERA have been in the limelight because of their role in trying to resolve the issues faced with the Dubai Lagoon project. While basically these were regulatory authorities and were supposed to dutifully supervise investments made in such projects, they however appeared too relaxed and passive until 2017 when the scenario changed.
